Tar, that was caused by two caches which were overlapping. We got 2 lvl 7 tanks for clearing that spot, rather than 1. This same thing also happens with x35 icon. I reported it yesterday, I think.

There is a bug regarding town leveling.
We had found a town and went to clear it and connect. We had connected but the town did not register or give anyone loot and stayed unleveled no matter how much around it you cleared.
Now everyone left that town and I had killed a random tower in another region then the town suddenly leveled and gave me loot and no one else. A similar thing had happened before this to people who had leveled a town but the loot went to someone else.

I confirm the bug mentioned by Kelsoo.
After realizing that the town didn't connect we carried on doing other things, roughly 20 minutes later I switched tank and went in a random region (note, the town was not in said region), proceeded to move towards a fort, when the fort died the town leveled up and I got all the prizes, while other players didn't get anything.

Yep this happened to me twice. Once with Tuvior and Tribow and once with CaTaHa. Both times, the chain was triggered in separate regions from the town and on a seemingly random enemy.

Why is this town not leveling? We got the connect bonus for it, but it still shows up as magenta on the map. Edit: it did level after another town leveled. Seems like that won't-level-until-another-is-leveled bug is still alive and kicking.

Town level up alt-boxing exploit: I wouldn't be so optimistic about disappearance of such behavior with influx of new players. Even without alt-boxing, level town all at once is the sane way how to do it. Leveling town step by step be clearing towers from inside usually involves missing loot on few level ups and generally feels chaotic. It's often not clear what towers need to be killed in each round and players tend to chase behind different towers to try their luck and each other all around the perimeter. Needless to say this process is definitely not time efficient.
Imho any guaranteed reward from stationary object is too prone to such behavior. To fix this I propose distributing the reward from one more or less known in advance tower to all towers obstructing growth of the town. For example they can all drop additional lvl 3 tank.
