This is a new tank idea I made. Sorry if it's similar to another tank, since I haven't unlocked all of them yet. The Berserker Ability 1: Multiplying Bomb
Hotkey: 1
How it works: When you press 1, you will go into bomb planting mode for 30 seconds, or until you run out of bombs. When you're in bomb planting mode, Press W to plant a bomb that will activate 15 seconds after planting it. To prevent bomb spamming, there is a 5 second cooldown, and bombs cannot be planted within 8 squares of each other. When they explode, they will turn into 4 smaller bombs, which in turn, will all create a huge explosion that deals huge amounts of damage.
Ability 2: Penetrating Spear
Hotkey: 2
How it works: When you press 2, a skinny, but long spear will shoot in front of you, and deals small damage, but disables the target for 5 seconds. They can go through enemies.
Ability 3: Power Surge Shield
Hotkey: 3
How it works: When you press 3, a huge shield will surround the tank. It reflects all shots for 5.5 seconds. Also, your tank moves 2.5x times faster. However, it deals -1.5x times less damage and shoots -1.5x times slower.
Ability 4: Energy Overclock
Hotkey: 4
How it works: When you press 4, your tank will start to move 2.5x times faster, deal 2.5x times more damage, and shoot at 2.5x times faster. This lasts for 4.5 seconds. However, when the time is up, your tank will be -3x times slower, all shields will deactivate, your tank will deal -1.5x times less damage, shoot -1.5x times slower, and all heals and buffs from other tanks will not effect you. This negative effect lasts for 6.5 seconds.
It is the highest tank level possible, at level 24 (I think. I'm still not too familiar with this game)
Tell me what you think!

Very complex abilities, they're interesting but I think it'd be OP simply because it can do too much.
An image of the shields, and description of how the turrets work, as well as the shield strength and turret damage/dps would be nice.
EDIT: I see you changed it to level 24. Still, I think the below explanation applies.
Level 40 tank? Getting both level 20 tanks is already the most time-consuming part of the game.
It takes 3,628,800 level 1 tanks to get a level 10. It takes 2,432,902,000,000,000,000 level 1 tanks to get a level 20. It takes 815,915,280,000,000,000,000,000,000,000,000,000,000,000,000,000 level 1 tanks to get to a level 20.
Getting a level 10 is easy because it drops as loot. 20 is difficult because only regionbosses drop level 20. A town can drop a level 18 at the very most, and that's probably the same for most other minigames/large-enemies besides regionbosses.
So, every single tank level 21 and up has to be melded to. To get to a level 40, you need 2,432,902,000,000,000,000 level 21s (I think).
To put it simply, it's not possible. That's why there are some tank unlocks which give you the option to choose between two types of tanks instead of unlocking a specific tank: (Level 16, 18, and 20).

So what level should it be?

So what level should it be? Doesn't matter, I still have no idea how I would use this tank. All of your abilities (they're called triggers in this game) sound like things a person from ROTMG would suggest to classes. I'm not saying it's a bad thing, but this game is based a lot on simplicity. Having triggers do multiple things makes it confusing and too specialized (vindicator is a great example of this, with its blink+blast damage and then trigger one which also does blast damage but only does significant damage when your shields are off. And your turrets are shit. I'm pretty biased over how it has such a great shield, but the tank is only useful when the shield is gone). Ability 1 confuses me and seems a bit OP Ability 2 Ability 3 is unnecessary, albeit interesting. A simple shield regen would do, if I actually understood how the shields looked/functioned. Ability 4 talks about damage, but I have no idea how the tank shoots so I can't really tell if it's needed or ridiculously OP. Basically, you're missing the most important parts of the tank: Shield and turrets.

I don't like this tank's triggers (this is Grid12, not LoL) and there's very little description on it's shields, HP, stat growth, mods, and turret damage.
Sorry, but I'm going to have to say a definite no to this idea thusfar. You need a LOT more information before this idea can be considered viable.

It's just the amount of tanks it takes to get to the previous one multiplied by two. Still, the point is that, since you can't get a level 21+ tank as loot, any tank beyond that would take an unreasonable amount of time to unlock.

Right. It takes forever just to meld to a level 18 tank, and now put that in consideration - it would take 8 18 tank unlocks to get a lv 21 tank unlock.

It's really simple math. 2^(lvlups), for example if you want to know how many lvl8 tanks you need to get lvl20 tank ---> 2^(20-8) = 2^(12) = 4096.

(n/2)(n)(100) is the equation for how much exp your tank has when "n" = tank level.

Aero LOL. Ability 2 sounds like the tank got a boner and then raped the tower in front of it. XD Ability 1 sounds like it will be the ultimate lag machine. 24 bombs going off all at once in an area of around ~100 tiles? Damn. Ability 3 is OP Ability 4 is just ehhhh not original I guess
